2 Economy and Policy
2.1 China to scale up medium and long-term lending toward manufacturing sector
China is ready to unleash the potential of consumption further and create a consumption supply system of high-quality, said an official from the National Development and Reform Commission (NDRC) at a news conference held on June 17. According to NDRC, new efforts will be put in place to stabilize and expand investment in manufacturing. Efforts will also be made in providing more medium- and long-term loans towards manufacturing to realize high-quality growth of the sector.
2.2 Ministry of Commerce: China's outward non-financial direct investment up by 26.6% YOY in Jan-Apr
On June 22, the Ministry of Commerce released the data showing that from January to April 2023, China's outward investment continued to grow, with outward non-financial direct investment reaching RMB289.29 billion, a year-on-year increase of 26.6% (equivalent to USD42.19 billion, a year-on-year increase of 17.6%). The non-financial direct investment of Chinese enterprises in the countries along the "Belt and Road" recorded USD7.53 billion, up bu 9% YOY, accounting for 17.8% of the total amount in the same period.

4.1 Guangxi Pingguo halted brown fused alumina production
A major brown fused alumina producer in Guangxi, Pingguo Minerals Co., Ltd. suspended their production in late May due to the sluggish end market demand, produced about 2,000t in May. "We resumed production in early April and only produced for two month. Now we have to stop production again due to the extremely dormant demand", a source from the company stated, adding that they produced about 2,000t a month in the past two month. With a production capacity of 78,000tpy, they produced about 14,000t in 2022 and they expect to produce only 10,000t this year in light of the terrible market demand. They keep an inventory of almost 2,000t at present.
4.2 Gongyi Sanxing suspended white fused alumina production
Gongyi Sanxing Abrasive Materials Co., Ltd., a white fused alumina producer in China, halted white fused alumina production in late May due to the slack market demand, producing about 800t in the past month. "Due to the sluggish market demand, we had to stop production in the end of May. We could not lower our price further facing the fierce competition", an insider from the company revealed, noting that they had an output of nearly 800t in May. With an annual production capacity of 13,500t, they produced about 3,000t in the year of 2022, and they expected to produce same volume in 2023 due to the sluggish demand. Currently they hold around 1,000t in stock.
4.3 Xingyang Tenai suspended white fused alumina production
Xingyang Tenai Abrasive Materials Co., Ltd., a major white fused alumina supplier in China, suspended their white fused alumina production this Monday, produced about only 100t this month. "Due to the sluggish market demand, we had terrible sales and barely closed any deals in the past month, so we had to halt production this Monday to avoid stocks accumulation", an insider from the company revealed, noting that they produced about only 100t in June, compared to about 500t in May. With a production capacity of 36,000tpy, the company produced about 7,000t in the previous year and expected to keep same production scale in 2023. Currently they hold an inventory of nearly 800t.
4.4 Gongyi Yuhai resumed brown fused alumina production
A brown fused alumina grain sand producer from Henan, Gongyi Yuhai Fused alumina Co., Ltd. resumed their production a week ago, planning to produce about 900t in June. "We resumed production about a week ago after we suspended production from mid-April when we had terrible sales and high inventory volume", a source from the company revealed, adding that now they put into production again due to increasing orders and plan to produce about 900t this month. With a production capacity of 20,000tpy, they produced about 9,000t in the previous year and they produced about 3,300t this year so far, expecting to produce about 8,000t this year in light of the slack sales in this year so far. They keep an inventory of almost 1,000t at the moment.
4.5 Jiaozuo Dehang suspended white fused alumina production
A major white fused alumina supplier from Henan, Jiaozuo Dehang Abrasive Materials Co., Ltd., stopped their white fused alumina production on 5th June, producing about 1,000t last month. "Because of the sluggish market demand, we experienced fierce prices competition in the past. But due to our high production costs, it's impossible to lower prices further down, so we had to halt production to avoid inventory accumulation", a source from the company disclosed, noting that they produced about 1,000t in May. Having a production capacity of 68,000tpy, the company produced about 10,000t last year and produced about 4,000t so far in the first half of 2023. Currently they keep an inventory of nearly 800t.
4.6 Guizhou Yinxing stopped brown fused alumina production
Guizhou Yinxing New Materials Co., Ltd., a primary brown fused alumina producer from Guizhou, stopped their brown fused alumina production on 15th June due to sluggish downstream demand, with an output of nearly 600t in June. "We resumed production in early March this year and only produced for three and a half months. But due to the extremely sluggish market demand, we had to stop production to avoid inventory accumulation", a source from the company stated, noting that they had almost no orders this month, produced about 600t this month. With a production capacity of 45,000tpy, the company produced about 15,000t in 2022 while they only produced about 3,600t so far in 2023. Currently they hold inventory of nearly 1,500t.
4.7 Luoyang Zhanao halts brown fused alumina production
A primary brown fused alumina producer in Henan, Luoyang Zhan'ao New Materials Co., Ltd., halted their brown fused alumina production on 15th June given the sluggish market demand and slack sales, with an output of nearly 500t this month. "We only have one furnace in operation this year due to the sluggish market demand. However, given the worse and worse sales, they had to close their only left furnace to avoid inventory accumulation", a source from the company revealed, noting that in light of the high production costs, they now buy lumps to process instead of smelting by themselves. They produced about 500t in June. With a production capacity of 30,000tpy, the company produced about 10,000t in 2022 and produced about 4,000t so far this year. Currently they hold an inventory of nearly 400t.
