1. Definition, Type, Distribution, Application

1.1 Definition

Fused Alumina is made in electric arc furnace by passing a current between vertical carbon electrodes. The heat generated from this procedure melts the alumina feedstock. Alumina (also known as Corundum or Aluminium Oxide) is the family name for inorganic compounds with the chemical formula Al2O3.

1.2 Type

1.2.1 Brown Fused Alumina

Generally, Brown Fused Alumina (BFA) contains 2-4% titania except aluminum oxide, which makes it toughness. It is used in a wide variety of uses including Bonded, Coated, Refractory and Industrial markets. Such as abrasive wheel to grind high-tensile-strength materials, and for rough grinding, deburring and snagging, as well as to slice low-alloy, ferrous materials and is generally considered as the "Workhorse" of the industry.

Brown Fused Alumina with a content of 1-2% TiO2 to enhance toughness of the grain; generally used in Bonded or Coated applications requiring an abrasive slightly tougher than White Aluminum Oxide. Reducing the titania content reduces the abrasive's toughness, but increases its friability. These BFA are commonly used in depressed center wheels, cut-off wheels, and for surface and cylindrical grinding of heat sensitive metals, alloys etc. where cool but fast cutting is required.

1.2.2 White Fused Alumina

White Fused Alumina (WFA) is a high purity, synthetic mineral, made by the fusion of controlled quality pure grade Bayer Alumina in an electric arc furnace at temperatures higher than 2000?C accompanied by a time consuming solidification process. Strict quality control of raw materials and fusion parameters ensure WFA with high purity and high whiteness.

White Fused Alumina is the most friable grain in the fused alumina family. It is considerably harder than BFA. Commonest used in Vitrified Bonded Abrasives products where cool, fast cutting and grinding of tool, high-speed and stainless. It is also in the manufacture of high purity Alumina refractories. Other applications include use in Coated Abrasives, Surface treatment, Ceramic Tiles, Anti-Skid Paints, Fluidized Bed Furnaces and Skin / Dental Care.

1.3 Application

Brown Fused Alumina (BFA) is produced by a reduction fusion of high quality bauxites in electric arc furnaces. It is both a hard and tough material with high strength, making it an excellent abrasive grain for applications such as grinding wheels, sandpaper, blasting media, metal preparation, lapping, polishing, and grinding. Its thermal properties make it an excellent raw material for refractory applications.
White Fused Alumina is used in many applications including grinding and cut off wheels, refractories and ceramic shapes, coated abrasives, investment casting shells, laminates, coatings, blasting abrasives, lapping and polishing, and many, many more.

1.4 Distribution

The distribution of Chinese brown fused alumina producers: Henan and Guizhou were the top two brown fused alumina producing regions in China in 2022 with Shanxi ranking in the next place.

The distribution of Chinese white fused alumina producers: Henan and Shandong were the top two white fused alumina producing regions in China in 2022.

2. Economy and Policy

2.1 Chinese Economy and Policy

2.1.1 MEE calls for orderly promotion of green and low-carbon development in 2022

The Ministry of Ecology and Environment (MEE) recently deployed the key tasks for 2022, emphasizing that it is necessary to promote green and low-carbon development in an orderly manner and strive to achieve synergy between economic development and environmental protection. MEE proposed to promote the coordinated governance of pollution reduction and carbon reduction, and do a good job in the management of the second performance cycle of the national carbon emission permit trading market.

2.1.2 MEE: Temporary control on enterprises of heavy pollution and large emission during Winter Olympics

Spokesman of the Ministry of Ecology and Environment (MEE), said at a regular press conference on Thursday that in order to create a favorable environment for the Winter Olympics, Beijing, Hebei and other neighboring provinces authorized local governments to take necessary measures in accordance with laws and regulations during the preparation and hosting of the Winter Olympics to control enterprises and vehicles with heavy pollution, large emissions and relatively small economic impact.

2.1.3 MOF: Over RMB1 trillion deducted from due taxes and fees in 2021

On January 25, the Chinese Ministry of Finance (MOF) publicized 2021 national fiscal report. According to the report, in 2021 China's general budgetary revenue broke through the RMB20 trillion (USD3.15 trillion) threshold to RMB20.25 trillion (USD3.19 trillion), and general budgetary expenditure was RMB24.63 trillion (USD3.88 trillion), up by 0.3%. Meanwhile, in 2021 over RMB1 trillion (USD0.16 trillion) was cut from due taxes and fees. The Ministry stated that in 2022 it will implement policies focusing upon strengthening economic stability, promoting manufacturing industry and supporting small and micro businesses.

2.1.4 MEE launches six-batch of second-round central environmental inspection

The Ministry of Ecology and Environment announced on March 22 that to further implement Xi Jinping's thought on ecological civilization, the sixth batch of second-round central environmental supervision was launched in accordance with the Central Environmental Supervision Regulations and in approval of the CPC Central Committee and the State Council. Five central environmental inspection teams will be set up to supervise Xinjiang Production and Construction Corps and the five provinces (autonomous regions) of Hebei, Jiangsu, Inner Mongolia, Tibet and Xinjiang for a period of about one month.

2.1.5 MEE: Another five environmental inspection teams arrive in appointed destination provinces

According to the Chinese Ministry of Ecology and Environment, on the afternoon of March 25, 2022, an environmental inspection team dispatched by the Chinese central government held a mobilizing meeting in Nanjing, Jiangsu, indicating that all five similar teams constituting the sixth group of the second round of central-level environmental inspection have all arrived in their appointed destination provinces,

2.1.6 Five inspection teams carry out onsite work for second round of environmental protection inspection

Ministry of Ecology and Environment of China revealed on April 11 that five central environmental protection inspection teams successively stationed in Hebei, Jiangsu, Inner Mongolia, Tibet, Xinjiang and Xinjiang Production and Construction Corps during March 23-25, 2022 to take onsite work for the second round of inspection after the approval of the Party Central Committee and State Council.

2.1.7 MEE: Permit-consistent emission policy to cover all industries in China by end of 2025

On April 11, the Chinese Ministry of Ecology and Environment (MEE) unveiled its recommendations on strengthening enforcement of permit-consistent emission policy. According to MEE, by the end of 2023 the permit-consistent emission policy will be first enforced in major industries, and by the end of 2025 the policy will cover all industries. Next, MEE will organize inspection on execution results of the policy and will enhance punishments on permitless emission, permit-inconsistent emission and falsification on self-monitoring data.

2.1.8 U.S. starts review process for additional tariffs on China or removes additional tariffs on Chinese-origin products

the Office of the United States Trade Representative, or USTR, announced on May 3 that two actions to impose additional tariffs on Chinese-origin products exported to the United States based on the investigation result of the so-called "Section 301" four years ago would end on July 6 and August 23 this year respectively. From today on, the Office will initiate a statutory review process for the relevant actions. The USTR said in a statement on the same day that it would inform representatives of U.S. domestic industries that benefit from additional tariffs on China that the tariffs may be removed. According to the so-called "Section 301", the United States has imposed 25% tariffs on the products imported from China in two batches since July and August 2018.

2.1.9 Shanxi launches large-scale inspection and troubleshooting action for production safety

Production Safety Commission of Shanxi government recently issued a work program to launch a large-scaled inspection, troubleshooting and improvement action for production safety in Shanxi from now to the end of November 2022. The action will focus on responsibility fulfillment of production safety, launch of large-scale inspections, the suppression of illegal activities and reinforcement of inspections.

2.1.10 NDRC allocates RMB2.4 billion to support construction of energy conservation and carbon reduction projects

Recently, the National Development and Reform Commission of China (NDRC) issued a special project on pollution control, energy conservation and carbon reduction (energy conservation and carbon reduction direction), with an investment of 2.4 billion (USD354.9 million) to be allocated under the second batch of central budget 2022, to support the transformation of energy conservation and carbon reduction projects in key areas and industries in different regions, as well as to support the construction of low-carbon, zero-carbon and negative carbon projects, energy-saving and low-carbon technology innovation demonstration projects, and carbon reduction projects supported by circular economy.

2.1.11 China's central bank to cut RRR by 0.25 percentage points

The People's Bank of China announced on November 25 that it will cut reserve requirement ratio (RRR) for financial institutions by 0.25 percentage points (except for some incorporated financial institutions that have already implemented an RRR of 5%), which will bring the weighted average RRR level to 7.8%.The RRR cut will take effect on December 5 and is expected to inject 500 billion yuan (69.45 billion US dollars) of liquidity into the economy.

In late 2022, the mainstream export prices of Chinese brown fused alumina 95%min 1-3mm stood at USD720-740/t FOB China, down by USD110/t YoY. Based on decreased domestic prices, the export prices moved down accordingly this year.

Luoyang Kaifa Abrasives Co., LTD, a major brown fused alumina producer in China suspended production early this month because of the environmental control and resumed production today, expecting produce 1,000t this month, a source from the company to Asian Metal. "We suspended production because of the orange alert from early this month and resumed production today," the source mentioned and added that most other local producers also resumed production today. And the producer believes that the mainstream prices would keep firm in the following week supported by the stable production cost.With an annual production capacity of 20,000t, the producer expects to produce about 1,000t this month, in line with last month. They hold around 700t in stock currently.

4.2 Dehang Abrasive Materials suspends white fused alumina production

Jiaozuo Dehang Abrasive Materials Co., Ltd., a major white fused alumina producer in China, suspended production early this week and expected to produce about 200t in January, according to a source from the company. "We suspended white fused alumina production early this week due to epidemic prevention policy and predict that the output this month would achieve nearly 200t," the source mentioned, adding they estimate they would resume production after the Spring Festival holidays. The source further disclosed that they could not accept new orders due to the blocked transportation caused by COVID-19. With an annual production capacity of 18,000t, the producer expects to produce about 200t this month, down by 600t from last month. Currently they hold about 200t in stock.

4.3 Luoyang Dongmai resume brown fused alumina production

Luoyang Dongmai Refractory Material Co., Ltd, a major brown fused alumina producer in China, resumed production early last week and expects to produce about 1,600t this month, a source from the company to Asian Metal."We resumed production of brown fused alumina early last week and expects to produce around 1,600t in January," the source said, adding they suspended production because of the environmental control at the beginning of Jan. With an annual production capacity of 50,000t, the producer expects to produce about 1,600t this month, while they produced about 2,100t last month.

4.4 Sanmenxia Fused Alumina to decrease white fused alumina production

Sanmenxia Fused Alumina Co. Ltd, a major white fused alumina producer in China, would decrease output of white fused alumina in February to about 1,500t, a source from the company revealed to Asian Metal. "We would cut our output in February to around 1,500t because of the environmental control during the Winter Olympic Games," the source said, adding that they would resume normal production from early March. With an annual production capacity of 40,000t, the produce expects to produce about 3,000t this month, while they produced about 2,000t last month. Currently they hold about 2,000t in stock.

4.5 Shandong Bosheng to decrease white fused alumina production

Shandong Bosheng New Material Co., Ltd, a major white fused alumina producer in China, would decrease white fused alumina to around 2,000t white fused alumina 99%min 0-300mm, a source from the company revealed to Asian Metal. "We expect to cut our white fused alumina 99%min 0-300mm output to about 2,000t this month as we only maintain one furnace under operation at the moment," the source said, adding that they have to decrease their production due to the environmental control during Winter Olympic Games. The company would resume normal production from early March. With an annual production capacity of 100,000t and six furnaces, the producer produce about 5,000t last month and produced around 60,000t last year, they expect to produce about 70,000t this year. 4.7 Pingguo Mining to suspend brown fused alumina production

Pingguo Mining Co. Ltd, a major brown fused alumina producer in China, suspended production from yesterday and expects no output this month, a source from the company revealed to Asian Metal. "We have to suspend brown fused alumina production from yesterday due to the epidemic in Baise," the source said, adding that they expect no output in February and would possibly resume normal production at the end of February. With an annual production capacity of 60,000t, the producer expects no output this month, while they produced about 2,000t last month and about 42,000t in the 2021. Currently they hold about 2,000t in stock. They have 4 fixed furnaces of 5,000kVA now.

4.8 Chiping Haoxin suspends white fused alumina production

Chiping Haoxin Industrial Co., Ltd., a major white fused alumina producer in China, suspended production at the beginning of February, and expects to produce about 2,000t this month, a source from the company revealed to Asian Metal. "We suspended white fused alumina production after Spring Festival holidays due to the environmental control," the producer disclosed and added that they would produce only around 2,000t this month and would possibly resume normal production at the end of February. With an annual production capacity of 250,000t, the producer expects to produce about 2,000t this month, while they produced about 2,000t last month because of the environment control and about 100,000t in 2021. Currently they hold no stock. They have 13 fixed furnaces and 12 tilting furnaces presently.

4.9 Pinglu Jingang suspends brown fused alumina production

Pinglu Jingang New Refractory Material Co., Ltd, a major brown fused alumina producer in China, suspended brown fused alumina production from early last week and expects no output this month, a source from the company revealed to Asian Metal. "We suspended brown fused alumina production from early last week due to the environmental control," the source said, adding that they expect no output in February and would possibly resume normal production in mid-March. With an annual production capacity of 80,000t, the producer expects no output this month, while they produced about 6,000t last month. Currently they hold about 1,500t in stock. They have 2 furnaces of 6,300kVA and 2 furnaces of 7,500kVA now.
