2 Economy and Policy
2.1 NDRC allocates RMB2.4 billion to support construction of energy conservation and carbon reduction projects
Recently, the NDRC issued a special project on pollution control, energy conservation and carbon reduction (energy conservation and carbon reduction direction), with an investment of 2.4 billion (USD354.9 million) to be allocated under the second batch of central budget 2022. Nearly half of the producers in Henan which stay in suspension presently would not resume production by the end of this year. Currently about 26 brown fused alumina producers in Henan suspended production.

4.1 Guizhou Yinxing to resume brown fused alumina production
A major brown fused alumina producer in China, Guizhou Yinxing New Materials Technology Co., Ltd. plans to resume production in a week and they have no output in September. They suspended production in early September due to the pandemic quarantine and expected to resume production in a week and to produce about 1,000t in October. With a production capacity of 45,000tpy, the company produced about 13,000t from January to August and expected to produce about 16,000t in total this year compared to about 22,900t last year. Now they hold no inventory.
