The rare earth market witnessed continuously rising price in early March due both to further increasing offers of China Northern Rare Earth Group and the active purchasing activities among suppliers for the second and third national storage reserves on 13 December, 2016 and 19 January, 2017
. However, PrNd mischmetal producers were cautious to replenish raw materials as end users did not accept higher prices for magnets . Thus, the market turned into stalemate in mid-March . On 28 March, the State Reserve Bureau held the fourth biding meeting for rare earth reserve, which the terbium oxide 99 . 99%min and lutetium oxide 99 . 99%min failed to bid as the bidding prices were lower than market prices at the same period and only Northern Rare Earth Group bid for 100 tonnes of PrNd oxide and 220 tonnes of neodymium oxide 99 . 5%min with low price level . Insiders held stocks from selling and preferred to watch market in April.
