The Department of State publishes guide suggestions to improve rare earth industry

Some suggestions of the State Council on improvement of rear earth industry developing healthily and continuously is published recently. The suggestions point out that the government will speed up to complete the laws and regulations, strengthen supervision in order to improve the rear earth industry to adjust the industrial structure and transfer development pattern and strengthen and express the important role of the strategic base industry to ensure rear earth industry develop healthily and continuously.
We have made great progress in mining, smelting, isolating, technical research and development with industrial scale expanding continuously. But there are factors influencing the development of the rear earth such as, illegal mining of rare earth existing, exceeding expanding of smelting and isolation, environment disruption and resources wasting, low speed of advanced application, chaos export orders.
Hence, the suggestions point out that we should build supervision system for the whole industry and strengthen and perfect the industrial management. We should supervise the industry according to the laws or regulations, perfect the directive management of production plan, improve the enterprise qualification of the export enterprises, strengthen the management of export, perfect the regulation methods of revenue, price to restrain the excessive profit of resource mining. At the same time, we should carry out the laws and regulations seriously, and speed up to formulate or modify the laws and regulations of the rear metal industry.
According to the suggestions, we should start punishment under the guidance of laws to protect the good order of the industry. We should punish the illegal and excessive mining firmly, illegal and excessive production, environment destroy and pollution actions, as well as illegal export and smuggling behaviors.
