China issues 15th Five-Year Plan for Circular Economy Development

China's National Development and Reform Commission (NDRC) has officially released the 15th Five-Year Plan for Circular Economy Development (hereinafter referred to as the Plan), outlining a comprehensive roadmap to reshape the country's resource utilization landscape over the next decade.
By 2030, the Plan envisions a more robust circular economy system spanning production, consumption, recycling, and reuse. Key targets include a 16% increase in major resource productivity compared to 2025, an annual comprehensive utilization volume of bulk solid waste reaching approximately 4.5 billion tons, and the annual recycling of major renewable resources hitting 510 million tons. The value of the resource recycling industry is expected to soar to RMB8 trillion (USD1.18 trillion). Looking further ahead, the Plan sets the goal of establishing a high-quality circular economy development system by 2035, with major resource efficiency reaching internationally advanced levels.
