UAE imposes temporary scrap export ban

The United Arab Emirates has introduced a temporary ban on the export and re-export of ferrous scrap and waste paper, effective from June 10 through October 8, 2026. The measure, enacted under Ministerial Resolution No. 13 of 2026, is aimed at safeguarding raw material supply for domestic industries. The regulation does allow for exemptions, provided they receive approval from the relevant authorities.
Despite the new restrictions, market sentiment has remained notably subdued. Industry participants widely view the ban as unlikely to materially disrupt existing trade flows, given that scrap exports from the UAE have long been subject to de facto strict oversight. Instead, market focus has shifted to the practical implementation of the exemption mechanism and the question of whether export clearance procedures will become more stringent in the months ahead.
