China announces export controls on certain heavy rare earth products

China's Ministry of Commerce and the General Administration of Customs jointly announced that, to protect national security and interests and to fulfill international non-proliferation obligations, the country will impose export controls on certain medium and heavy rare earth products starting November 8, 2025, with approval from the State Council.
The new controls cover items related to medium and heavy rare earth elements such as holmium, erbium, thulium, europium, and ytterbium, including metals, alloys, sputtering targets, crystal materials, luminescent materials, optical fiber materials, ceramics, oxides, and other compounds.
Exporters of these products must apply for licenses from the Ministry of Commerce in accordance with the Export Control Law of the People's Republic of China and the Regulations on the Export Control of Dual-Use Items. They must also accurately declare whether the exported goods fall under controlled dual-use items and provide relevant specifications in customs documentation. Customs authorities will review all declarations, and shipments with incomplete or questionable information will not be cleared.
