China tightens export controls on rare earth equipment and materials

China's Ministry of Commerce and the General Administration of Customs announced new export controls on certain rare earth processing equipment and raw materials, effective November 8, 2025, following approval by the State Council. The move aims to protect national security and fulfill non-proliferation commitments.
The controls cover two main categories. Rare earth production equipment (Category 2B902), including centrifugal extraction units, impurity-removal systems, roasting kilns, electrolytic cells, vacuum furnaces, crystal growth furnaces, and magnet manufacturing and sintering equipment; Rare earth raw and auxiliary materials (Category 1C914), including bastnasite, monazite, ion-adsorption ores, and chemical reagents used in rare earth extraction such as P507, P204, and N235.
Exporters must apply for licenses from the Ministry of Commerce and clearly indicate in customs declarations whether their goods are subject to export controls. Customs will review submissions, and any shipments with incomplete or questionable information will not be cleared.
