China imposes new export controls on rare earth technologies

China's Ministry of Commerce announced that, with State Council approval, new export controls on rare earth-related technologies will take effect on October 9. The Catalogue of Dual-Use Items and Technologies Subject to Export Control will be updated at the same time. The move highlights China's push to tighten export controls as part of efforts to protect national security and strategic interests.
The controls cover technologies related to rare earth mining, smelting and separation, metal refining, magnetic material production (including samarium-cobalt, neodymium-iron-boron, and cerium magnets), as well as rare earth recycling. Exporting these technologies or related technical services such as equipment installation, commissioning, or maintenance will require an export license from the Ministry of Commerce.
Exporters who know that non-controlled items could be used in overseas rare earth activities must also apply for a dual-use export license. The rules apply not only to trade but also to transfers through licensing, investment, R&D cooperation, training, or consulting, etc.
