U.S. slaps heavy duties on Chinese steel shipped from Vietnam

The U.S. Department of Commerce announced on May 21st that it will impose heavy import tariffs on steel products from Vietnam. This is a great victory for American steel makers.
US steel makers won the 2015 and 2016 rulings on anti-dumping and anti-countervailing duties against China's steel. However, they later discovered that steel products have been transferred to the United States in large quantities from elsewhere. They claim that Chinese steel products have been transferred to other countries and entered the US market to avoid tariffs.
In the statement, the U.S. Department of Commerce announced that it will impose anti-dumping duties of 199.76% and anti-countervailing duties of 256.44% on imports of cold-rolled steel from Vietnam but using Chinese-origin substrates.
In addition, anti-corrosion steel imported from Vietnam will also be levied with 199.43% anti-dumping duties and 39.05% countervailing duties.
