MNR and MIIT release announcement about China's first batch of rare earth ore and tungsten ore mining quotas for 2018

Ministry of Natural Resources (MNR) and Ministry of Industry and Information Technology of the People's Republic of China (MIIT) released the announcement about China's first batch of rare earth ore and tungsten ore mining quotas for 2018 on April 11, 2018, and details are as follows:
The competent departments of natural resources and industry and information technology in Inner Mongolia, Heilongjiang, Zhejiang, Anhui, Fujian, Jiangxi, Shandong, Henan, Hubei, Hunan, Guangdong, Guangxi, Hainan, Sichuan, Yunnan, Shaanxi, Gansu, Qinghai, Xinjiang and other provinces (regions):
In order to protect and rationally exploit superior minerals, MNR and MIIT continue to control the total production quotas for rare earth ore and tungsten ore in accordance with related regulations on the protective exploitation of specific minerals in 2018. In order to serve enterprises' production and according to the actual needs, the mining quotas for the two materials will be issued in two batches. The relevant matters are hereby notified as follows:
1. In 2018, the mining quotas of the first batch of rare earth oxide (REO) and tungsten concentrate (65% WO3) are 70% of those in 2017. In 2018, the first batch of rare earth oxide (REO) mining quota totals 73,500t, including12,530t of ionic rare earth ore (middle and heavy rare earths) and 60,970t of rock-type rare earth ore (light rare earths); the first batch of tungsten concentrate (65% WO3) mining quota is 63,900t, including 51,350t of main mining quota and 12,550t of comprehensive utilization quota.
The annual mining quotas will be released timely based on national policies and changes in the market in the second quarter.
2. Timely allocation of mining quotas and fulfillment of responsibility. The relevant provincial departments of natural resources should earnestly and timely allocate the mining quotas among cities, counties and enterprises in strict accordance with relevant provisions, and submit the announcements on the rare earth ore and tungsten ore mining quotas for the province (region) as well as the specific allocation of mining quotas among subsidiary mining enterprises of six rare earth groups to MNR and MIIT within 30 days after the allocation of the mining quotas is issued by the MNR and MIIT. The competent departments of natural resources at the county level shall sign a letter of responsibility with the mining enterprises to clarify the rights, obligations and liabilities for breach of contract.
3. Strengthen statistical report and supervision and inspection. Local competent departments of natural resources at all levels should make sure that owners of mining rights seriously execute the rule of making monthly report on rare earth mining and quarterly report on tungsten ore mining, and make timely, accurate and standardized report online. Local competent departments of natural resources at all levels should take measures to strengthen the verification and inspection of the implementation of rare earth ore and tungsten ore mining quotas, and promptly report the problems encountered in the work to MNR.
4. Strengthen communication and coordination and information sharing. Local competent departments of natural resources at all levels should strengthen their communication and coordination with the competent departments of industry and information technology, and local competent departments of industry and information technology should also strengthen cooperation with the competent departments of natural resources to share information and do well in the supervision and management on mining quotas of rare earth ore and tungsten ore.
