Jiangxi provincial government announced on October 10 that it has made some progress in cracking down illegal operations in the rare earth industry.
The government strengthened registration and reporting system for rare earth projects. Over the past three years no new rare-earth recycling projects have been approved or built, and 19 projects which were not approve and not built, or approved but not built, have been called off.
Some rare earth enterprises exited the industry or wrote themselves off. With government support, Ganzhou Zhanhai Industrial and Trading Co . , Ltd . successfully transformed itself into a class high-purity REO producer in China, and four enterprises exited the industry, three of which voluntarily wrote off their companies.
The government encouraged local rare earth enterprises to affiliate themselves to large rare earth corporation groups. By now, there are 22 local enterprises which have affiliated themselves to China Southern Rare Earth Co . , Ltd . and 30 which have been affiliated to major rare earth cooperation groups in China.
The government also strengthened its administration on the whole rare earth industrial chain. Jiangxi is the first province in China that issued administrative rules on the whole industrial chain, and 19 specific measures have been laid down to cover all links of the chain from mining, separation, recycling to trade . With those measures put into place, a long-term working mechanism on cracking down illegal operations in the rare earth industry has come into being.
