Tianjin government requires steel production restriction in heating season of 2017

According to the Tianjin government, Tianjin will apply the staggered production plan to key industries of iron and steel, casting, building materials and coking during the winter heating season of 2017. Particularly, industrial enterprises in the iron and steel industry are only allowed to produce at half of the capacity at most. Those companies who need to transport a large amount of raw materials and products also should adopt staggered transportation plan.
Data show that air pollutants discharged by coal burning and other heating behavior in Tianjin during the heating season would increase by around 30%. Yang Yong, director of the Atmosphere Department in Tianjin Municipal Environmental Protection Bureau, said pollution emission from industrial production and the heating is the main reason for severe air pollution during the heating season. In order to effectively improve the quality of the atmospheric environment, it is necessary for industrial enterprises to adopt staggered production plan to offset the increased heating emission.
The industries required to adopt the staggered production plan are those have overcapacity or can suspend production easily, so the market supply is unlikely to fall short of the demand. The plan is also helpful to reduce pollutant discharge from transportation. It is estimated that producing 1t of steel needs to transport 5t of raw materials.
At the same time, exceptions can be made for some enterprises in order to minimize the impact on people's production and life.
