Brazil publishes affirmative final rulings of anti-dumping sunset review and levies duties on China's seamless carbon steel pipes

On August 22nd, 2017, the Executive Management Committee of the Brazilian Foreign Trade Commission (GECEX) published Resolution No. 6 of 2017 on its official communique, stating that it has made affirmative final rulings of the anti-dumping investigations on China's seamless carbon steel pipes with a diameter of not more than 5 inches (141.3 mm) and would impose an anti-dumping duty of USD743/t on all Chinese producers and exporters for five years since the date of the announcement. The products involved are mainly used for oil and gas pipelines and classifiable under Tariff Schedule of MERCOSUR subheadings 7304.19.00.
On 21 December, 2010, the Brazilian Service Ministry of Industry and Foreign Trade issued Notice No. 59 of the Foreign Trade Secretariat in 2011, determining to launch an anti-dumping investigation on China's seamless carbon steel pipes with a diameter of not more than 5 inches (141.3 mm) based on the application submitted by Vallourec & Mannesmann Tubes do Brasil S.A. On 8 September, 2011, the Ministry made its final determinations and started to levy duties on related Chinese products. On 8 September, 2016, the Ministry launched a sunset review.
