On July 13, China’s Ministry of Industry and Information (“MIIT” for short) released the second batch of rare earth mandatory plan for 2017
The notice reiterates that rare earth is a product whose total output is controlled by the Chinese government and no unit or individual shall be allowed to produce without the production plan or overproduce. According to the requirements of the notice, the competent departments of industry in related provinces or areas should allocate the production plan to relevant enterprises before July 15 and submit the specific allocation plan to MLR and relevant competent departments of industry for record . In addition, the distribution power shall not be delegated.

The second batch of mandatory plan for rare earth ores is 52,500t, unchanged from the second batch in 2016, while that for rare earth oxides totals 49,925t, recording a decline compared with the 55,000t in 2016 . The MIIT also released the specified production quotas for six enterprises, including China Minmetals Group, Chinalco and Xiamen Tungsten Co . , Ltd.
