16 Mar 10 - For the protection and rational utilization of dominant mineral resources in China, according to the provisions of protectional exploitation of specific minerals and the implementation of the planned mining, based on relevant requirements of mineral resource planning and "Protectional exploitation of specific minerals and mining management Interim Provisions" (No. 〔2009〕 165), after the comprehensive study of resource reserves, the existing prospecting, set conditions of mining rights and market demand trends and other factors, the Ministry decided to continue to control and manage the exploitation gross of tungsten, antimony and rare earth; in principle, to suspend prospecting and mining applications of tungsten, antimony and rare earth mineral before June 30, 2011
. The relevant matters are as follows.1, The guideposts of exploitation gross of the national tungsten concentrates (65% of tungsten trioxide content) of is 80,000 tons in 2010, of which the main indicators 66.48 thousand tons, comprehensive utilization indicators 13
2, Land and resources administrative departments of all provinces (autonomous regions and municipalities) should be issued guideposts the Department of tungsten ore, antimony and rare earth and do a good job of indicators decomposition and assigned work in accordance with reserve status, resource development and utilization. Reporting the situation to the ministry before the end of April 2010.
3, Land and resources administrative departments of all provinces (autonomous regions and municipalities) should take effective measures according to the requirements of "Protectional exploitation of specific minerals and mining management Interim Provisions", and sign contracts of responsibility for exploitation gross.
4, With the exception of the following circumstances, to suspend prospecting and mining applications of tungsten, antimony and rare earth mineral before June 30, 2011.
(A) The key projects approved by the State Council and thsurvey and the projects that use the funds of Central Geological Survey or special funds at the provincial level.
(B) The integrational mineral resources of that developed in accordance with the program of provincial-level integration.
(C) The mines that can not produce normally due to short of resources.
(D) Construction projects that need to be supported by the government.
