India issues final ruling in AD sunset review on Chinese seamless pipes and hollow profiles

India's Ministry of Commerce and Industry has recommended continuing anti-dumping (AD) duties on seamless steel pipes and hollow profiles from China for another five years following the second sunset review.
The measure covers seamless tubes, pipes and hollow profiles of iron, alloy or non-alloy steel, excluding cast iron and stainless steel, whether hot-finished, cold-drawn or cold-rolled. Products with an outside diameter of up to 355.6 mm, or 14 inches, are included under Indian customs heading 7304.
Under the final recommendation, Jiangsu Chengde Steel Tube Share Co., Ltd. will remain subject to a zero duty, while other Chinese producers will face an AD duty of US$268 per ton.
India first launched the investigation in July 2015, with duties imposed in February 2017. A first sunset review was initiated in February 2021 and resulted in the duties being extended until October 27, 2026.
The second sunset review began on March 20, 2026, following applications filed by Jindal Saw Limited, Kirloskar Ferrous Industries Limited, and Maharashtra Seamless Limited.
