UK plans anti-dumping duties on Chinese titanium dioxide imports

On 7 October, the UK Trade Remedies Authority (TRA) published a preliminary proposal in its anti-dumping investigation into imports of rutile titanium dioxide (TiO?) from China. The TRA plans to impose anti-dumping duties of up to 63.66% and a minimum specific duty of ￡876 per tonne on the products concerned imported from China, with the proposed measures to remain in force for five years.
The TRA's investigation concludes that Chinese exports of rutile titanium dioxide have been dumped and pose an imminent threat of injury to UK domestic producers. The proposed compound duty model - combining an ad valorem duty with a minimum specific duty - will be applied by comparing the two calculation methods and adopting whichever results in the higher duty amount.
Under the preliminary plan, sampled and non-sampled Chinese exporters that cooperated with the investigation will be subject to an ad valorem rate of 48.29% and a minimum duty of ￡665 per tonne; other exporters that did not cooperate will face an ad valorem rate of 63.66% and a minimum duty of ￡876 per tonne.
The rapid growth of import volumes is a key focus of the TRA's current investigation. According to TRA data, the volume of UK imports of rutile titanium dioxide from China in May 2026 reached 299% of the level in the same period of 2025.
