Thailand's Anti-Dumping and Countervailing Subcommittee announced an affirmative final anti-circumvention determination on hot-rolled steel plates and coils imported from China on September 30, 2026. The authority expanded the scope of trade duties to include wide hot-rolled alloy and non-alloy steel plates and coils.
Under the ruling, six major Chinese steel manufacturing groups - Ansteel, Baowu, Benxi (Bensteel), HBIS, Jingye, and Shagang - along with their related affiliates, face a 30.91% anti-dumping (AD) duty applied to CIF values.
Products used to manufacture spiral welded water pipes with an outer diameter of at least 406 millimeters and wall thickness of 6.40 millimeters or above are exempt from the tariff.
Concurrently, the authority completed an interim review regarding hot-rolled steel plates and coils from China and Malaysia, maintaining existing AD measures.
Effective November 4, 2025, the expanded anti-circumvention duties share the same expiration date as current AD actions.
