Australia recommends AD & CVD measures on flat rolled steel imports from China, South Korea

Australia's Anti-Dumping Commission has recommended imposing anti-dumping (AD) and countervailing duties (CVD) on certain flat rolled steel product imports from China, while also proposing AD duties on imports from South Korea. POSCO has been excluded from the case after investigators found that the company was not dumping.
The proposed measures are still subject to a final decision by the Australian minister.
For Chinese imports, the proposed combined effective duty rates range from 9.4% to 55.1%. Baoshan Iron and Steel would face a rate of 18.8%, Baosteel Zhanjiang 9.4%, and Hunan Valin 26.4%, while non-cooperating and other Chinese exporters could face the highest rate of 55.1%.
For South Korean exporters other than POSCO, the proposed AD duty is 21.6%.
The investigation was launched in October 2025 following an application by BlueScope Steel and covered the period from July 2024 to June 2025.
The commission concluded that dumped and subsidized imports had contributed to lost sales, downward price pressure and weaker profitability for BlueScope's plate business in Australia. China and South Korea were also the two largest sources of imported steel plate during the investigation period.
The products covered by the proposed measures include uncoated plate, non-alloy steel and certain alloy steel products, supplied in non-coiled form, with a thickness of 4.75 mm or more and a width of 600 mm or more, subject to certain exclusions.
If approved, the measures could significantly reshape competitive conditions for imported steel plate in the Australian market.
