EU implements provisional safeguard measures on grain-oriented electrical steel

The European Commission is imposing provisional safeguard measures effective September 25, 2026, through February 26, 2027, establishing tariff-rate quotas and price-based safeguard duties for a 155-day period.
Preliminary findings indicated that surging imports caused serious injury to domestic producers. The framework sets country-specific and residual quotas based on historical three-year averages.
For grain-oriented flat-rolled products of silicon-electrical steel (GOES), under CN codes 7225 11 00 and 7226 11 00, quotas allocate 30,693.68 tons to China, 23,103.61 tons to Japan, and 4,789.93 tons to South Korea, alongside 5,360.39 tons for other countries.
For steel laminations and cores (SLCs), under CN code 8504 90 13, quotas allocate 14,161.55 tons to Turkey, 4,241.07 tons to China, 2,704.99 tons to the United Arab Emirates, and 2,694.36 tons to other countries.
Rather than standard percentage levies, the mechanism imposes duties when net delivered border prices fall below product-specific price thresholds. In-quota thresholds range from EUR 2,800 to EUR 3,400 per ton for GOES, with out-of-quota entries set at EUR 3,500 per ton.
Steel laminations carry thresholds of EUR 4,000 in-quota and EUR 4,550 out-of-quota, whereas steel cores are EUR 5,000 in-quota and EUR 5,600 out-of-quota thresholds. Furthermore, steel laminations and cores incorporated in transformers are exempt from quotas but face a fixed provisional safeguard duty of EUR 1,140 per ton based on the declared weight of the core within the transformer.
These measures are intended to protect European downstream transformer manufacturers.
