EEC proposes three-year safeguard measures on imported tinplate

The Department for Internal Market Defence of the Eurasian Economic Commission (EEC) has released a final safeguard ruling recommending the imposition of a three-year duty on tinplate imports. The proposed tariff is set at 25.2% of the customs value of the subject goods in the first year, with a gradual reduction of 1 percentage point per year thereafter.
The products covered by the measure are flat-rolled products of iron or non-alloy steel, with a width of 600 mm or more and a thickness of less than 0.5 mm, coated with a metal layer containing at least 97% tin by weight. These goods fall under EAEU customs code 7210 12 2000.
The EEC originally launched this safeguard investigation on March 4, 2026.
During the review period, China emerged as the dominant supplier of imported tinplate to the EAEU. Its share of the region's tinplate imports ranged from 88–100% to 93–100% between 2023 and 2025, and reached 95–100% in the fourth quarter of 2025. Turkey accounted for only a modest share of imports, while supplies from the European Union virtually disappeared over the same period.
The EEC noted that the sharp rise in imports was accompanied by a growing concentration of supply from China.
