  • EU introduces melt and pour certification rules with one-year transition period for steel imports

    Starting October 1, 2027, importers will be required to provide a mill test certificate (MTC) specifying the melt and pour country and heat number for steel products covered by European Union regulations, according to a notice published in the EU's Official Journal on August 31.

    In cases where the mill test certificate lacks the required details, customs authorities may accept supplementary evidence, including invoices, delivery notes, quality certificates, clauses in executed purchase orders or contracts, long-term supplier declarations, cost accounting and production documents, export-country customs documentation, commercial correspondence, or production descriptions.

    During a one-year transition period ending September 30, 2027, if a mill test certificate is unavailable, standalone documents that clearly indicate both the melt and pour country and the heat number may serve as valid proof. Competent customs authorities are required to verify any submitted supplementary or standalone evidence.

    Importers must declare the melt and pour country using TARIC commodity codes. Shipments that lack proper and verifiable documentation will be rejected by customs authorities.
