U.S. issues preliminary CVD determinations on large diameter graphite electrodes from China and India

The U.S. Department of Commerce announced on July 27, 2026, its preliminary countervailing duty determinations on large diameter graphite electrodes imported from China and India.
Non-responding Chinese entities, including Dantan New Materials and Shanxi Juxian Graphite New Material, along with all other Chinese producers, received a preliminary subsidy rate of 103.49%. Among Indian producers, Graphite India Limited was assigned a preliminary rate of 3.68%, HEG Limited received 6.99%, and all other Indian firms were set at a rate of 5.87%.
The products under investigation fall under HTSUS subheading 8545.11.0020.
The case is now progressing toward a final determination, currently scheduled for December 8, 2026, unless extended.
