EAEU proposes extension of antidumping duties on Chinese OCTG

The Department for Internal Market Defence of the Eurasian Economic Commission (EEC) issued its final disclosure on July 20, 2026, regarding the second sunset review of antidumping (AD) duties on Chinese oil country tubular goods (OCTG). The authority has recommended extending the existing AD duties for an additional five years, concluding that the expiry of the current measure would likely lead to a continuation of dumping practices and renewed injury to the domestic industry.
The original AD duties, ranging from 12.23% to 31%, were imposed in August 2015, alongside price undertakings agreed with certain manufacturers.
Following the first extension review, which prolonged the duties from April 2021 through April 2026, the EEC launched this second sunset review in December 2025, covering an investigation period from July 2024 to June 2025.
The products subject to the review are seamless steel pipes used for drilling and operating oil and gas wells, falling under the following HS codes: 7304220001, 7304220002, 7304220009, 7304230001, 7304230002, 7304230009, 7304240001, 7304240002, 7304240003, 7304240004, 7304240005, 7304240006, 7304240009, 7304291001, 7304291002, 7304291003, 7304291009, 7304293001, 7304293002, 7304293003, 7304293004, 7304293009, 7304299001, and 7304299009.
