Peru imposes 5-year anti-dumping duties on Chinese hot-rolled carbon steel tubes

Peru's National Institute for the Defense of Competition and Protection of Intellectual Property (INDECOPI) has imposed definitive anti-dumping duties on hot-rolled carbon steel welded tubes originating from China, used in the production of steel structures.
The measure applies to round, square, and rectangular welded tubes with wall thicknesses ranging from 1.3 to 12 millimeters and lengths between 5.8 and 12 meters. The decision follows an investigation that confirmed dumping practices during the period from July 2023 to June 2024. This dumping resulted in a 94.7% surge in imports over the injury analysis period-from January 2021 to June 2024-and undercut domestic prices by nearly 22%, causing significant harm to Peru's local industry.
The authority has set specific duties of US$49.2, US$99.2, US$149.4, and US$193.6 per ton for Jinzhuoyi and the Derun, Baolai, and Youfa groups, respectively. Other Chinese exporters will face a residual duty equivalent to Youfa's rate of US$193.6 per ton.
The National Superintendency of Customs and Tax Administration (SUNAT) will enforce these duties for a period of five years on the subject products, which fall under HS codes 7306.30.10.00, 7306.30.99.00, 7306.61.00.00, 7306.69.00.00, and 7306.90.00.00.
