South Korea formally imposes anti-dumping duties on hot-rolled steel from China and Japan

South Korea's Ministry of Economy and Finance has enacted regulations imposing five-year anti-dumping duties on hot-rolled carbon and alloy steel products originating from China and Japan. Chinese exporters face tariff rates ranging from 28.16% to 33.10%, while Japanese suppliers are subject to rates between 31.58% and 33.43%.
The government has excluded certain product categories from the measures, including heavy plates, stainless steel, coated sheets, and specific high-performance steel grades used in automotive, canning, and engineering machinery applications.
Notably, major steelmakers-including China's Baosteel, Angang, and Benxi Steel, as well as Japan's JFE Steel, Nippon Steel, and Tokyo Steel-are exempt from the duties under a minimum import price agreement with the Korean authorities. These companies will only face anti-dumping duties if they fail to maintain the agreed price commitments.
The duties apply to specific hot-rolled products of iron, carbon steel, or other alloy steel, in coil, sheet, and plate forms, covering a broad range of HS codes. The undertaking applies to products imported from China and Japan under the specified Harmonized Tariff Schedule of Korea (HSK) tariff codes, while excluding items already subject to zero-percent duties or other anti-dumping exclusions.
