On June 25, China's National Development and Reform Commission and National Energy Administration jointly issued the "15th Five-Year Plan for Building a New Energy System." The plan outlines measures to enhance the supply of critical mineral resources for the new energy sector.
Key initiatives include intensifying a new round of strategic mineral exploration breakthroughs, with a focus on exploring and developing upstream critical mineral resources for new energy industrial chains. The plan also calls for establishing a strategically sized reserve system for mineral resources, with scientifically determined reserve categories, scales, and deployment timelines. Additionally, it promotes the recycling of retired wind turbines, photovoltaic modules, lithium batteries, and other waste resources to support a circular economy.
