Morocco launches second safeguard sunset review on imported welded steel pipes

Morocco's Ministry of Industry and Trade has initiated a second sunset review of safeguard measures on imported welded steel pipes, effective June 17, 2026, following a formal request from domestic manufacturers.
The investigation covers welded steel pipes with circular, square, or rectangular cross-sections, falling under multiple HS codes beginning with 7306.
Morocco first launched a safeguard investigation into these products in 2019 and imposed a 25 percent safeguard duty in 2020, with the rate scheduled to decrease annually over a three-year period. Following a positive outcome in the first sunset review in 2023, the country extended the measures for an additional three years, starting at 22 percent and declining by one percentage point each year.
The latest review will determine whether the existing safeguards should remain in place to protect the domestic pipe manufacturing industry from import competition.
