China issues three-year plan for energy saving and carbon reduction in key industries

On June 15, the National Development and Reform Commission (NDRC) of China and other relevant government departments jointly issued a notice on launching a three-year action plan to drive energy-saving and carbon-reduction retrofits in key industries, including steel, primary aluminum, cement, flat glass, oil refining, ethylene, synthetic ammonia, methanol, and coal-fired power.
According to the notice, starting in 2026, the initiative will target these nine major sectors. Over the next three years, comprehensive retrofitting efforts will be carried out to raise corporate energy and carbon efficiency to the highest achievable levels, resulting in a marked improvement in the green and low-carbon development of these industries. From 2028 onward, the scope may be expanded to cover additional industries in a phased manner, depending on actual conditions. Local governments are encouraged to proceed in an orderly fashion and may launch related efforts earlier based on their specific needs.
