Australia finalizes anti-circumvention ruling on hollow structural sections

Australia's Anti-Dumping Commission has released Notice No. 2026/064, finalizing its anti-circumvention investigation into hollow structural sections originating from China, South Korea, Malaysia, and Taiwan.
The investigation found that exporters circumvented existing anti-dumping (AD) and countervailing duties (CVD) by making minor modifications to the steel products-specifically, by drilling, punching, or piercing holes. The ruling applies to carbon or alloy steel electric resistance welded pipes and tubes under tariff code 7308.90.00.65. This includes circular and non-circular hollow structural sections with threaded, swaged, or shouldered ends.
Notable companies named in the ruling include Malaysian exporter Alpine Pipe Manufacturing SDN BHD, as well as Chinese exporters Dalian Steelforce Hi-Tech Co., Tianjin Friend Steel Pipe Co., Ltd., Tianjin Ruitong Iron and Steel Co., Ltd., and Roswell S A R L Limited.
These trade measures take effect retrospectively from September 4, 2025.
