Ukraine continues AD duties on hot-deformed seamless pipes from China

The Ukrainian Ministry of Economy finalized its first sunset review, deciding to extend anti-dumping (AD) duties on hot-deformed (hot-rolled) seamless pipes from China for five years. Besides, the country also lengthened a price undertaking agreement with Chinese producer DP-Master Manufacturing Co., Ltd. for one year.
The tariff structure applies specified rates based on customs categories. For Hengyang Valin Group, a 0% duty applies to casing pipes under HS code 7304 29 30 00 with outer diameters of 193.68 mm and 244.48 mm, and under HS code 7304 29 90 00 with a 508 mm outer diameter, but a 51.52% duty applies to other seamless hot-rolled pipes under HS codes 7304 19, 7304 23 00 00, 7304 29, 7304 39, and 7304 59.
Similarly, Tianjin Pipe Corporation receives a 0% duty for casing pipes under HS code 7304 29 30 00 with a 339.72 mm outer diameter and under HS code 7304 29 90 00 with a 473.08 mm outer diameter, but faces the 51.52% rate for other pipes under HS codes 7304 19, 7304 23 00 00, 7304 29, 7304 39, and 7304 59.
All remaining Chinese producers and exporters face a flat 51.52% tariff on pipes under HS codes 7304 19, 7304 23 00 00, 7304 29, 7304 39, and 7304 59.
