Thailand extends AD duties on China's high carbon steel wire rods

Thailand has concluded its sunset review and renewed anti-dumping (AD) duties ranging from 12.26% to 36.79% on high carbon steel wire rods originating from China.
The trade protection measure applies to high-carbon steel wires, including those alloyed with other elements, in the form of hot-rolled bars and wires that are irregularly coiled, have a circular cross-section, a diameter of less than 14 millimeters, and a carbon content of 0.76% to 0.92% by weight.
The subject products fall under the following HS codes:
7213.9130.021, 7213.9130.022, 7213.9130.030, 7213.9130.031, 7213.9130.090, 7213.9190.021, 7213.9190.022, 7213.9190.030, 7213.9190.031, 7213.9190.090, 7227.9010.052, 7227.9010.090, 7227.9090.050, 7227.9090.051, 7227.9090.052, 7227.9090.053, 7227.9090.054, 7227.9090.055, 7227.9090.056, 7227.9090.059, and 7227.9090.090.
This five-year extension took effect on May 27, 2026, and will remain in force until May 26, 2031.
Certain exemptions apply under specific statutory guidelines. Products with diameters between 13 and 14 millimeters qualify for a zero-duty rate.
Importers are also exempt from these duties if the wire rods are used in manufacturing for re-export under the Industrial Estate Authority of Thailand Act, the Investment Promotion Act, or the Customs Act.
