South Korea plans anti-dumping duties on hot-rolled steel from China and Japan

South Korea's Ministry of Economy and Finance has announced plans to impose definitive anti-dumping (AD) duties ranging from 28.16% to 33.43% on hot-rolled carbon steel and certain other alloy steel products originating from China and Japan. The duties would remain in effect for five years.
The decision follows an investigation launched by the Korea Trade Commission (KTC) in March 2025, which found that dumped imports of these products had caused material injury to South Korea's domestic steel industry. South Korea had previously applied provisional AD duties in July 2025 and extended them in December.
The products subject to the investigation include hot-rolled carbon steel and other alloy steel processed into coils, sheets, and plates. Exemptions apply to stainless steel products, as well as flat-rolled products with a thickness of 4.75 mm or greater and a width exceeding 600 mm that are in non-coil or cold-rolled forms.
Additionally, companies that have entered into and adhered to a price adjustment commitment are exempt from the duties. However, if such price commitments are not fulfilled, the anti-dumping duties will be imposed.
Interested parties may submit their views on the notification until June 15, 2026. The official implementation date has not yet been announced.
