China issues two-year plan to stabilize growth in nonferrous industry

China has released a 2025-2026 action plan to stabilize growth in the nonferrous metals industry, targeting about 5% annual growth in industrial output value. The plan, jointly issued by eight government bodies including the Ministry of Industry and Information Technology, also calls for a 1.5% annual increase in production of the ten major nonferrous metals, solid progress in copper, aluminum, and lithium resource development, recycled metal output exceeding 20 million tonnes, stronger capacity for high-end products, and continued advances in green, low-carbon, and digital development.
Key measures focus on strengthening resource supply, boosting production capacity, driving industrial upgrades, expanding demand, and promoting international development.
Priorities include advancing innovation in high-end products such as ultra-high-purity metals, integrated copper alloys, precious metal functional materials, and advanced rare earth materials. It also seeks to accelerate the application of high-purity gallium, tungsten carbide, and solid-state battery materials in emerging sectors like semiconductors, advanced machinery, low-altitude economy, humanoid robots, and artificial intelligence, while promoting the use of superconductors, liquid metals, and high-entropy alloys.
For recycled nonferrous metals, the plan supports establishing recycling bases in suitable regions, improving the utilization of waste copper, aluminum, and other metals, as well as spent batteries and retired photovoltaic modules. It also calls for faster development of import standards for recycled metals such as tungsten, and supports imports of recycled copper, aluminum, sputtering targets, and battery black mass that meet relevant requirements.
Authorities said they will step up coordination and policy support to ensure that the plan delivers tangible results for sustainable growth in the sector.
