China steps up crackdown on strategic mineral smuggling

On July 19, China's National Export Control Coordination Office held a meeting in Nanning, Guangxi, to advance a special campaign targeting the smuggling of strategic minerals. The meeting brought together key agencies, including the Ministry of Commerce, Ministry of Public Security, Ministry of State Security, General Administration of Customs, and others.
Since the campaign began, authorities have uncovered several illegal export cases and arrested a number of suspects, achieving initial results. However, the situation remains severe. Officials stressed the need to maintain strong enforcement efforts to prevent the illegal outflow of strategic minerals and related technologies.
The meeting called for intensifying enforcement and expanding the campaign, establishing a joint enforcement center for dual-use export controls, handling major cases swiftly and strictly, and releasing typical case examples, preventing indirect exports and adding violators to the export control list, issuing compliance guidelines for legal exports of strategic minerals, guiding exporters to strengthen due diligence and prevent diversion to military use.
