China tights exports control on dual-use items to U.S.

China has announced measures to tighten controls over the export of relevant dual-use items to the United States, in order to safeguard national security and interests and fulfill non-proliferation and other international obligations, which took effect on December 3, 2024, according to the Ministry of Commerce.
On the basis of Chinese laws, the measures include a ban on exporting such items to U.S . military users or for military purposes . In principle, the export of dual-use items related to gallium, germanium, antimony and superhard materials to the United States is not to be permitted, while stricter examinations on end-users and end-use purposes will be conducted regarding exports of the dual-use item of graphite . Any organization or individual in any country or region found violating relevant regulations will be held accountable in accordance with the law.
In recent years, the U.S . has generalized the concept of national security, politicizing and weaponizing economic and technological issues . It has abused export control measures, arbitrarily restricted exports of relevant products to China and placed multiple Chinese companies on sanctions lists to suppress and contain them . This behavior seriously undermines international trade rules, severely damages the legitimate rights and interests of these enterprises, and disrupts the stability of global industrial and supply chains, a ministry spokesperson said.
China remains firmly committed to advancing high-level opening-up and firmly opposes any misuse of the concept of national security. The country is willing to enhance dialogue with relevant countries and regions regarding export controls to jointly promote the security and stability of global industrial and supply chains, the spokesperson said.
