Recently, Energy Administration of Shandong Province issued the Draft of Energy Development Plan during the 14th Five-Year Plan in Shandong which introduced the main targets for energy development
During the 14th Five-Year Plan period, Shandong's coal output will stabilize at about 90 million tons. Shandong will strengthen coal cooperation with other countries, upgrade coal development scale in Shanxi, Shaanxi, Inner Mongolia, Xinjiang and other regions, encourage enterprises to carry out local transformation projects such as coal-to-oil, coal-to-gas and coal deep-processing, promote the transportation of coal and coal products, and accelerate the development of coal resources in Longdong, Gansu and Ordos, Inner Mongolia . By 2025, the coal production from mines outside Shandong (or abroad) will reach 250 million tons.
. The first goal about total consumption is to control the total energy consumption at around 454 million tons of standard coal and restrict the coal consumption at around 350 million tons . The second goal on structure is to reduce the coal consumption ratio to no more than 60% but increase the ratio of non-fossil energy consumption to around 13% . The third is an efficiency target, which is to achieve the national target of reducing energy consumption in regions . The fourth, ecological goal, is to realize carbon dioxide emission reduction in regions according to national requirement . The fifth goal of people's livelihood is to make the annual living consumption of each people reach about 500kg of standard coal.
