Xinjiang's "14th Five-Year Plan" announced

Recently, the Development and Reform Commission of Xinjiang Uygur Autonomous Region issued the "Outline of the 14th Five-Year Plan and Long-Term Goals for 2035 for National Economic and Social Development of the Xinjiang Uyghur Autonomous Region". In particular, the outline states:
Xinjiang will build the national large-scale coal, coal power and coal chemical base. It will promote the construction of large-scale coal bases in Xinjiang with east Junggar, Turpan-Hami, Ili and Kubai as the focus, and implement major projects such as "Outward transfer of Xinjiang electricity", "Outward transport of Xinjiang coal" and modern coal chemical industry.
Xinjiang will build the national new energy base. It will complete the construction of east Junggar ten-million-kilowatt new energy base, push forward the construction of northern Hami ten-million-kilowatt new energy base and ten-million-kilowatt clean energy supply guarantee zone around Tarim in south Xinjiang, build the demonstration areas for new energy grid interconnection project with rational price, promote the demonstration project of integrated clean energy power generation with wind, photovoltaic and water storage, and carry out pilot projects of smart photovoltaic and wind power hydrogen production.
