Mexico launches second anti-dumping sunset review on seamless steel pipe from China

On February 19, 2021, the Ministry of Economic Affairs of Mexico announced in the official gazette that, upon the application of Mexican enterprises, it decided to launch the second sunset review of anti-dumping investigation on seamless steel pipes imported from China with a nominal outer diameter of 5 inches or more and 16 inches or less. During the investigation, the anti-dumping measures determined in the final review on June 20, 2013 continued to be effective. The dumping investigation period of this case is from January 1, 2020 to December 31, 2020, and the injury investigation period is from January 1, 2016 to December 31, 2020. The TIGIE tax numbers of the products involved are 7304.19.02, 7304.19.91, 7304.19.99, 7304.39.12, 7304.39.13, 7304.39.91 and 7304.39.99.
On February 24, 2011, the General Administration of International Trade Practices of the Ministry of Economic Affairs of Mexico made a final anti-dumping judgment on seamless steel pipes imported from China with a nominal outer diameter greater than or equal to 5 inches and less than or equal to 16 inches. When the import price of the products involved is less than USD1,772/mt, the duty is the difference between the import declaration price and the above-mentioned limit price, but the anti-dumping duty shall not be higher than 56% of the declaration price. On June 20, 2013, Mexico adjusted the anti-dumping duty on the products involved to USD1,252/mt. On November 4, 2016, the Ministry of Economy of Mexico made the final judgment of the first anti-dumping sunset review on seamless steel pipes imported from China, and decided to maintain the anti-dumping duty of USD1,252/mt on the products involved, which is valid for five years and extended from February 25, 2016. The tax numbers of the products involved are 7304.19.02, 7304.19.99, 7304.39.06 and 7304.39.99.
