Inner Mongolia to control total production capacity in steel and primary aluminum industries

The Development and Reform Commission of Inner Mongolia Autonomous Region, together with the Department of Industry and Information Technology and the Energy Administration, recently published an exposure draft on measures taken to ensure the realization of the goal to control total energy consumption and energy use intensity set in the 14th Five-Year Plan.
The exposure draft calls for faster transition toward energy-saving technology in key energy-intensive industries. According to the draft, from 2021 to 2023, Inner Mongolia will focus on transformation of key enterprises from high energy consumption industries such as thermal power, iron and steel, primary aluminum, ferroalloy, calcium carbide, copper-lead-zinc, chemical engineering and construction materials, and aim to reduce energy consumption per unit product to the level of leading indicator of national energy consumption quota standard . The draft also suggests energy conservation transformation of coal-fired power generation unit and stronger support to energy conservation and technical upgrade projects.
In addition, Inner Mongolia will control the scale of production capacity of some energy-intensive industries. Starting on 1 January 2021, the autonomous region will no longer approve new capacity expansion projects in industries including ferroalloy, calcium carbide, PVC produced through calcium carbide method, and cement (clinker); projects that had been given green light before late 2020 will be suspended or delayed without exception . Inner Mongolia will also control the total production capacity of steel and primary aluminum industries, and no new capacity ramp-up project will be approved . Furthermore, new coke production capacity will also be strictly controlled . In Wuhai, Ordos and Alxa League, coke production capacity shall not exceed the current level (including projects already under construction before late 2020) but will be replaced in an equivalent method and based on the principle of "replacing small unit with big one" . In other areas, no new coke production capacity expansion project will be allowed expect projects under construction before late 2020 which process overseas coke locally.
