Eight companies including CHALCO to build alumina refineries in Guinea

As of June 2020, a total of eight companies have announced plan to invest and build alumina refinery and associated thermal power plant in Guinea. These companies are:
1. Aluminum Corporation of China Limited (CHALCO)
2. State Power Investment Corporation Limited (SPIC)
3. Henan International Mining Development Co . , Ltd.
4. SMB Winning Consortium
5. Tebian Electric Aapparatus Stock Co . , Ltd. (TBEA)
6. Zibo Rundi Aluminium Industry Co . , Ltd.
7. Companie des Bauxites de Guinée (CBG), a subsidiary of Alcoa Corp
8. Guinea Alumina Corporation (GAC), a subsidiary of Emirates Global Aluminium (EGA)
Guinean government specifies that foreign mining companies that exploit more than 15 million tonnes per year of bauxite in Guinea must make a commitment to invest and build alumina refinery in the country where bauxite would be partially refined into alumina, in a bid to help Guinea to gradually speed up industrialization and move up its value chain.
Foregin mining companies can develop alumina projects in stages. In general terms, they are required to start construction of alumina refineries within seven years after bauxite is mined and the construction period is set at three years; and these refineries should commence operation within ten years after bauxite is mined.
Among the eight planned alumina refineries, the one to be built by TBEA would have an annual production capacity of 4 million tonnes, and the other seven refineries would be able to produce 1-1.5 million tonnes per annum (Mtpa) of alumina.
According to Guinean government, these above-mentioned alumina refineries can also be developed as joint ventures between two or multiple companies. For example, two mining companies each planing to build a 1Mtpa refinery can together build one bigger 2Mtpa refinery.
Additionally, TBEA also plans to build a 1Mtpa primary aluminum plant after it completes the 4Mtpa alumina refinery project.
