On December 12, People's Government of Tangshan issued a notice to launch heavy pollution weather emergency response II and take stricter control measures before the end of December. The notice asked Tangshan to launch heavy pollution weather emergency response II from 12:00 of December 13, 2019. Besides, the government will take stricter measures on some areas based on meteorological diffusion conditions. The government will issue a new notice when to remove the emergency response and stricter measures. Guye district of Tangshan drafted management and control measures for the duration from 12:00 of December 13, 2019 to 24:00 of December 31. Production suspension and restriction plan for key enterprises in iron and steel and coking industries of Guye district is listed as follows:
Period I: from 12:00 of December 13, 2019 to the removal of alert.
Guoyi Special Steel should implement emission reduction measures for orange alert and increase the production restriction ratio by 20% for sintering machines, pelletizing facilities and lime kilns.
Chunxing Special Steel should implement emission reduction measures of stage II for iron and steel enterprises and suspend sintering machines, shaft furnaces, lime kilns and other facilities based on requirements for different periods.
Stainless steel enterprises should implement emission reduction measures of stage II for iron and steel enterprises and suspend facilities based on requirements for different periods.
Period II: from the removal of this alert to 24:00 of December 28.
Guoyi Special Steel should implement emission reduction measures of stage II for iron and steel enterprises and suspend facilities based on requirements.
Chunxing Special Steel should implement emission reduction measures of stage II for iron and steel enterprises and suspend sintering machines, shaft furnaces, lime kilns and other facilities based on requirements.
Stainless steel enterprises should implement emission reduction measures of stage II for iron and steel enterprises and suspend sintering machines and blast furnaces based on requirements.
Period III: the proposed time for next alert (December 29 to 31).

Four enterprises in coking industry that don't get pollutants emission permit should conduct production suspension requirements of the government and make the coking time longer than 42 hours and stop wet quenched coking during the alert period and from 22:00 to 10:00 of the next day after the removal of alert.
