MNR and MIIT unveil 2019 tungsten mining quotas (first part)

Two Chinese ministries, Ministry of Natural Resources (MNR) and Ministry of Industry and Information Technology (MIIT), recently announced 2019 tungsten mining quotas (first part) as follows:
To natural resources and industrial and information authorities in Inner Mongolia, Heilongjiang, Zhejiang, Anhui, Fujian, Jiangxi, Shandong, Henan, Hubei, Hunan, Guangdong, Guangxi, Sichuan, Yunnan, Shaanxi, Gansu and Xinjiang,
In order to better protect and develop natural resources, MNR and MIIT will continue to impose the quota system upon tungsten ore mining in 2019 and the 2019 tungsten mining quotas will be announced in two parts. The first-part quotas are as follows.
1. 2019 first-part quota on tungsten concentrate (tungsten trioxide content is 65%, hereinafter the same) is 49,835t or 50% of the 2018 annual quota, of which 38,005t is for mining purpose and 11,830t for comprehensive utilization purpose.
The 2019 annual quota will be announced in the second quarter according to relevant policies and market conditions.
2. Involved provincial authorities on natural resources and on industry and information should properly break down their own quotas and distribute the breakdowns to cities or companies involved in tungsten mining . With 30 days after this notification is announced, all involved provinces and regions should finish the whole process of breaking down, publicizing and feedback to upper government . And all involved city- or county-level authorities on natural resources and on industry and information should sign accountability agreements with local tungsten companies to clarify their rights, obligations and liabilities for agreement reneging.
3. Local natural resources authorities should require mining-license holders to report their mining activities via internet on a quarterly basis, and local authorities should strictly implement monitoring measures.
4. Local authorities on natural resources and on industry and information should strengthen inter-department coordination and should keep relevant information open to each other so as to better implement the tracking policies on tungsten mining.
