US makes preliminary CVD determination on cast iron soil pipe from China

On June 26, 2018, the Department of Commerce of US (Commerce) issued its preliminary CVD (countervailing duty) determination on cast iron soil pipe imported from China. It calculated a preliminary subsidy rate of 13.11 percent for Yuncheng Jiangxian Economic Development Zone HengTong Casting Co. Ltd., 111.20 percent for Kingway Pipe Co., Ltd., 13.11 percent for other Chinese producers and exporters. Commerce expected to announce the final determination on November 8, 2018. Involved product was under HTSUS code 7303.00.0030.
On February 16, 2018, Commerce initiated AD (anti-dumping duty) and CVD investigations on cast iron soil pipe imported from China in response to the application lodged by the Cast Iron Soil Pipe Institute of US on January 26, 2018. On March 9, 2018, USITC made positive preliminary AD and CVD determinations on imports of cast iron soil pipe from China. US noted that imports of cast iron soil pipe from China were valued at about USD11.5 million in 2017.
