Gongyi city releases off-peak production plan for local industrial enterprises

To cope with the grim situation of pollution prevention and control in China currently and to make sure that the air quality objective tasks for July and August will be completed, Gongyi city has formulated an off-peak production plan in accordance to the document relating to air pollution control released by Gongyi Municipal Committee Office.
1. Objective
All gas-related industrial enterprises (excluding Top 30 enterprises) in Gongyi conduct off-peak production for one month from July to August this year so as to effectively reduce the impact of industrial emissions on air quality.
2. Measures to be taken
(1) Machinery industry enterprises. All Machinery processing enterprises shall suspend spray painting process from June 22 to August 31 without exception. Enterprises with factory for special spray painting purpose can maintain the operation after being examined by environmental protection bureau and being put on record for registration. At the same time, local environmental protection administration shall conduct stricter inspections on illegal actions including outdoor spray painting and unorganized emissions. Enterprises that are found conducting such activities will be cut off from power supply and will be out of production for reorganization till August 31.

Accountability Units: All town governments and subdistrict offices, municipal power supply company.
(2) Enterprise with high-temperature calcination process. Enterprises that produce refractory, carbon, ceramics, and so on will take turns to suspend production for a month from July to August, during which no enterprises will get power supply. The time period of the rotational suspension will be determined by enterprises themselves. As it takes a longer time for high-temperature kiln to cool down, enterprise must begin cooling ahead of the rotational suspension period. All kilns shall be shut down on the first day of suspension with klin temperature dropping to natural level.
(3) Aluminum processing enterprises. These enterprises shall take turns to suspend smelting process for a month from July to August. The time period of rotational suspension shall be determined by enterprises themselves. Enterprises shall cut production in advance and the smelting furnace temperature must drop to natural level on the first day of the rotational suspension period.
(4) Other gas-related industrial enterprises that produce stemming, bulk material, castings, purifier, pharmaceutical chemicals, corundum, refining slag, calcium aluminate powder, ceramsite, iron powder, rubber and so on, shall take turns to suspend production from July to August and determine when to suspend operation by themselves.
3. Specific requirements
Enterprises that take turns to halt production shall determine the suspension time by themselves. Enterprises with high-temperature calcination process or those who need longer time to fully halt production shall take 30 days as a single rotational suspension cycle, while other enterprises shall take 15 days as a single cycle.
All town and subdistrict governments shall inform local power stations to cut power supply for enterprises that conduct off-peak production based on time arrangement of the rotational suspension.
