MLR releases announcement about China's first batch of rare earth ore and tungsten ore mining quotas for 2017

The competent departments of land and resources in Inner Mongolia, Heilongjiang, Zhejiang, Anhui, Fujian, Jiangxi, Shandong, Henan, Hubei, Hunan, Guangdong, Guangxi, Hainan, Sichuan, Yunnan, Shaanxi, Gansu, Qinghai, Xinjiang and other provinces (regions):
In order to protect and rationally exploit superior minerals, the Ministry of Land and Resources of People’s Republic of China (MLR) continues to control the total production quotas for rare earth ore and tungsten ore in accordance with related regulations on the protective exploitation of specific minerals in 2017. According to the actual needs, the mining quotas for the two materials will be issued in two batches.
1. In 2017, the first batch of rare earth oxide (REO) mining quota totals 52,500t, including 8,950t of iron rare earth ore (medium and heavy rare earths) and 43,550t of rock-type rare earth ore (light rare earths); the first batch of tungsten concentrate (65% WO3) mining quota is 45,650t, including 36,650t of main mining quota and 9,100t of comprehensive utilization quota.
The annual mining quotas will be released timely based on national policies and changes in the market in the second quarter.
2. Timely allocation of mining quotas and fulfillment of responsibility . The relevant provincial departments of land and resources should earnestly and timely allocate the mining quotas among cities, counties and enterprises in strict accordance with relevant provisions, and submit the announcements on the rare earth ore and tungsten ore mining quotas for the province (region) as well as the specific allocation of mining quotas among rare earth groups to MLR within 30 days after the allocation of the mining quotas by the MLR for record . The land and resources department at the county level shall sign a letter of responsibility with the mining enterprises to clarify the rights, obligations and liabilities for breach of contract.
3. Strengthen statistical report and supervision and inspection . Local land and resources departments should make sure that owners of mining rights seriously execute the rule of making monthly report on rare earth mining and quarterly report on tungsten ore mining, and make timely, accurate and standardized report online . Local land and resources departments at all levels should take measures to strengthen the verification and inspection of the implementation of rare earth ore and tungsten ore mining quotas, and promptly report the problems encountered in the work.
4. The examination and approval of rare earth ore and tungsten ore prospecting and mining rights as well as the management of total mining quotas will be executed in accordance with the Notice on Standardizing Approval and Management of Rare Earth Ore and Tungsten Ore Prospecting and Mining Rights issued by the MLR (MLR regulations 2015 No . 9).
