Jiangxi issues total control quota for rare earth mining and smelting separation in 2019

On December 16, 2019, the Jiangxi Provincial Department of Industry and Information Technology and the Jiangxi Provincial Department of Natural Resources issued a notice of a total amount control quota for rare earth mining and smelting separation in 2019. The main contents are as follows:
1. Rare earth is a product strictly controlled and regulated by the nation, and no unit or individual may produce it without a plan or over plan. The released quota all includes the first batch of quotas that have been released.
2. The natural resources departments of the districts and cities shall decompose and release the control quotas for the total amount of rare earth mining to the relevant enterprises before December 20, and report the situation to the provincial Natural Resources Department before December 25.
3. In order to make reasonable use of the total amount of rare earth ore mining quotas, the relevant enterprises can adjust the use of the company's internal distribution without breaking the total amount of the rare earth ore mining quotas issued to their companies.
4. All rare earth enterprises should report the data and production of the previous month to the local municipal industry and information department in charge of the territorial principle before the 10th of each month (the holidays are postponed) and shall not falsely report, conceal any report, or randomly change the data provided. China Southern Rare Earth Group shall promptly report the relevant situation according to the requirements of the Ministry of Industry and Information Technology.
5. The municipal natural resources authorities shall urge mining enterprises to establish a liaison system, designate special persons to be responsible for statistical reports, and strengthen information communication to ensure that mining enterprises report the rare earth ore production, sales volume, and sales targets before the 2nd of each month. The municipal, county (district) natural resource competent departments shall conscientiously implement the monthly rare earth reporting system, and carry out online direct reporting in a timely, accurate and standardized manner.
