Shanghai hopes to cut coal consumption by around 5% by 2025

On October 31, the government of Shanghai publicized the Implementation Work Plan on Energy Consumption Reduction during Fourteenth Five-year Period
According to the Plan, Shanghai will continue to impose coal consumption controlling policies upon major enterprises and to improve coal utilization efficiency. By 2025, its total coal consumption will decrease by around 5% . Industries including iron and steel, petrochemistry and electricity generation will be the targets for policies on energy saving upgrading and pollutant administration . The city will expedite development of electric furnace short process using steel scrap as raw materials, and by 2025 it hopes to achieve a steel scrap proportion of over 15% in total raw material consumption.

According to the Plan, by 2025 Shanghai's energy consumption per unit GDP will decrease by 14% from that in 2020, total energy consumption will be under reasonable control, and reduction in emission of four major pollutants, including NOx, VOCs, COD and NH3-N, will be 13,000t, 9,900t, 16,300t and 1,200t respectively.
